Removing barriers to achievement
Removing Barriers to Achievement was published in 2004. It set out the government’s strategy for the provision of support for children with special education needs, to give them to best chance to succeed .The strategy has 4 key aims:
- early intervention, to ensure that children receive the help that they need as soon as possible.
- removing barriers to learning, through the promotion of inclusion in every school
- raising expectations and achievement
- delivering improvements in partnership
The government hope that this will mean:
- increased delegation of SEN funding to schools leading to faster local action
- reduced number of statements
- reduced bureaucracy
- special schools remain only for those with most severe and complex needs
- regional centres of excellence to be encouraged
